David V. Garcia has been a principal in the firm since 1995. Prior to that he was an Architect for the City of Tucson as Head Architect in charge of the Architectural Section at Facilities Design & Management. This section was responsible for the design and maintenance of all new and existing City Buildings-roughly 5 million square feet of facilities. The position entailed all aspects of project management including project scope writing, budget determination, requests for proposals, hiring architects and consultants, negotiating contracts, administration of projects, conducting public meetings, and design reviews. Experience included all aspects of Project Management as both an owner's representative for the City of Tucson as well as producing projects as a City Architect.
